You probably saw this during the musical praise and worship part of the service. It is a form of praising God.Why is this so strange to you, you see it at rock concerts, or football games. People praising what they admire. You just find it different because they are praising God.

Why do you lift your hands at a concert or a ball game?
Why do you become animated when watching sports?
Why do you interact with the TV when your favorite show is on?

It is just a way to honor GOD. In the BIBLE it is called a wave offering,though that one is done with grain in one's hand I think.

Yep, those Evangelical Christians do that. They also cry, throw themselves on the floor and claim they were healed from crabs and such.
