Adobe Photoshop has a massive number of functins and utilities. It is the one most pros use, and, for good reason.
It can do so much more than "fix" pictures. Artists can create amazing images and "special" effects with that tool. It can do batch conversions, "slicing" web pages, open up and edit pdf files, and so much more.
It is top of the line stuff, and the price tag reflects it. It is NOT worth the expense if you only plan to adjust exposure and color and put people's heads on other people's bodies,
For that, there are other products available, much cheaper. Some of these are pretty good. Photoshop Elements is VERY nice and does much of what Photoshop early versions did. In other words, you can do the work pros were able to do 10 years ago, and, for an amateur, that isn't bad!

The GIMP is the best. It is free, open source, and works much better than photoshop. It writes to 35 file formats including icon files. You can get a free copy, along with the GTK+ runtime required to run it, at http://gimp.org.

Adobe Photoshop is the best. I have been a broadcast designer for seven years now and I can tell you that photoshop is to visual design what chicken broth is to chicken noodle soup.A great base!
