She's about 8 years too old for you, but it is normal to fancy an older woman.
More positively:
Valentine's day is in 4 weeks. Could you bring a card and flowers over and pop in for a tea? You have four weeks to muster up the courage. She's not going to refuse the gifts from her neighbour.
More frankly:
There are certain ways of releasing sexual tension in private. Anything to stop you going mad.

you have to think about how her kids would feel about this too. do you get on with them? are any of them near you age? this may put her off a bit.
but i you feel you could get on with them all OK and that it would be fine, if you like her as much as you say you do then you should go for it.
just remember that you live next door to her so if things don't work out that might make things a bit difficult....on the other hand if they do work out, its very handy!
take it slow, maybe get chatting, ask her out to lunch? or a drink? se how she responds.

play it cool and do things like ask if she wants a drink and stuff but dont do anything quickly you have to know how she feels with these neighbourly get to gethers for drinks and stuff first and if she feels the same keep it secret and low key for a while to you are both secure you really MUST think of the kids getting used to you and then losing u if it dont work!!!!!!!
