I don't find either offensive personally but f*** is a more offensive word for most people. Shag isn't a swear word. It doesn't have offensive or degrading connotations the way f*** does. It's just slang.

Shag is a slang term for sexual intercourse. It is used in the way that Austin Powers would use it - see answer by Eva. And it is not all offensive.
F*** is a word with so many meanings, uses and it is OFFENSIVE. Although becoming more prominent in use on UK television.

We Brits aren't nearly as prissy as people from the little ol' US of A.
With the right partner a shag's as good as a f***.

I do object to getting spam e-mails asking me if I want to f*** all night. None of their business! And I sure as hell don't need Viagra - I'm a female.

Not at all. The usual question you would ask your partner is, "do you fancy a Shag". You only use the F word once you have commenced the act of copulation and want to talk dirty.

Good heavens no! Shag is a euphemism for f**k. Some tabloid newspapers prefer the phrase 'bonking', however I think this sounds oddly mechanical.

Shag is more casual than f*ck, but if you're planning on visiting Britain anytime soon I wouldn't recommend asking the customs officials if they fancied one.
