Take away the kanji (the complex Chinese characters), Japanese is easier. Japanese can be written with the Latin alphabet, but the two Japanese scripts (hiragana and katakana) are phonetic and can be easily learnt.
There is no accent on words, no article or number, no gender for nouns, verb conjugation is consistent, sentence order is flexible but grammatically consistent and the written language (sans kanji) is phonetic.

I have a freind who actually speaks both. She said that Japanese is harder due to all the characters that are used.

I've had an easier time learning German than trying to learn Japanese (which I haven't really spent time with that much).

I don't know German, but I am learning Japanese and quite enjoy it. I don't think it is which is "easier" but which one you are more interested in. For example if you don't really want to learn French, but want to learn Portugese, then obviously Portugese will seem easier and more fun. ^-^ So I would suggest the one you are most interested in.

it's not about harder just it's which do you like better(in speaking)
but japanese is harder in writing

It depends on what your mother tongue is. I find japanese grammar a LOT easier but pronounciation and writing are very difficult.
