Most of the answers posted besides the obvious few that idiots felt they needed to post are correct.
Core and ab excersizes, i don't think i need to mention any more, try palates though, will increase muscle, and make it nice and firm. This won't though give you a six pack, as damn near everybody else has suggested, you need cardiovascular training.
For cardio, ride a bike, run, use a treadmill if it's too cold (or hot i suppose, it gets warm down there.) Although i do believe that someone else somewhere mentioned that females have a naturally higher concentration of body fat than men, this is true, but it doesn't make it impossible by any means, but remember when working your abs, don't just do one excersize, such as situps, works different areas of your abs, and other parts of your core, that is why i suggested palates, i thought it was some kind of girl workout until i started doing them for track and field (which i took up for extra cardio for my judo) and i decided that they were the second best ab excersize that i have ever had. By evening out the areas that are being worked it will give your entire ccore a very balanced look, and not have your six pack just sticking out, because i am pretty sure that is unnatractive on anyone. But what you do is up to you, i am just here to tell you how to get whatever the hell it is you want.

Hold your legs in the air, like 45 degree, and do cruches.
If you put your hands holding your head. And touch your right elbow to one kneww and vs versa. Don't worry about it chicks with six packs don't look good. And a normal woman, who is skinny, has more fat per pound than most guys who are average. A five year with very little fat will have six pac. Don't try for your stomach its a waist of time, just lose total weight. A flat stomach with no pac on a girl is a lot hotter. I have a six pac (I'm a guy), it was huge hassle and almost all places that I didn't care about losing weight on went first (arms, calves, etc.).
Bottom line you can work your stomach all day every day and see nothing under the fat, but see results if you lose weight and never once worked your stomach.

When doing crunches place your arms across your chest, NOT BEHIND YOUR NECK/HEAD. Also try a variation, side crunches on both left & right sides, leg rises also help with the lower abs. Lay flat on your back with your arms at your sides, plams flat on the floor, lift your feet about 6" hold for about a count of ten, then with your feet still off the floor spreed your feet apart (still holding them about 6" off the floor, do not let them touch the floor at all). Hold for about another count of ten, bring your feet back togather, hold that poition, then lower. Do this in slow-motion...not fast.

to do target training on your stomach i've found two things that work excellent..
1- belly dancing, believe it or not.. it focuses on complete core movements and incorporates all your abdominal muscles, including your lats..
2- and this one is for really strong abs that can take a shot to the gut and brush it off like flies: medicine ball training..
crunches that incorporate a partner bouncing an 8-10 lb medicine ball on your tum tum as you contract.. it's not fun, it's not pretty, but it's effective..
you can also do a semi squat against a wall with your hands behind your head and have a partner bounce the medicine ball against your midsection starting at your left, just below your rib cage and working around to the right..
i usually do this training 2x a week, i've found that's all i need to maintain my core strength and it does give you excellent abs, but personally that's not my main objective.. mine is not to get the air knocked out of me in the ring.. but hey they'll work for either endevor..
another key to maintaining strong abs, just a small trick.. good posture!!! and flexing your abs when you walk or run..

First you need to do fat burning/cardio because unless you get rid of the fat that's covering the muscle. You can do ten thousand sit ups a day but without cardio it's not going to matter. You can work the upper abs with sit ups, chest lifts (pull in your upper abs to pop your chest up, but don't splay your rib cage), and the lower abs by laying on the floor, propped up on your elbows (lay on your back) then raise your legs and hold for about 30 seconds--it's hard, you'll probably have to work up to it, it's hard. I always recommend belly dance as a good ab workout, but it's only good if you learn to do it RIGHT. Chest lifted, tailbone pointed to the floor, hold your core abs in. As far as cardio goes, I recommend the Neena & Veena fat burning workout, you can find it on the website bellytwins.com or find it on Amazon.com used for a few bucks. Good luck.

the only thing that gets rid of tummy stuff on ya is cardio... plain and simple. Leg lifts will help for muscle development but we all have six packs.... they are just usually under a bunch of fat! If you work your muscle you will look fatter! get rid of the fat with cardio then tone up.

eating less calories than you burn in a day will lower your fat content, and after time will mean that your natural six pack (that we all have under the fat) will start to show. exercise can increase the size of them, but only slightly, and fat reduction is the key to definition.

excersize and decrease out too many fatty ingredients yet not drastic purely decrease out overeats. decrease out snaks and attempt to adhere to breakfast lunch and dinner. consume extra end result and veg and drink a lot of water
