Well Julie I guess it comes down to if we as the creation, can question the Creator.
If you believed that God created everything and everyone, then you would also would believe that he doesn't have to answer to you other than what he put down in His word.

God is the Potter and we are the clay. The Creator has a right to do with His creation whatever He wants. This seems to be the hardest thing for man to understand about God.
The Bible clearly tells us that God is a righteous judge and that all authority in heaven and on the earth is given to God's Son Jesus Christ to judge the earth. So God will judge the earth as Jesus Christ this next time. Jesus was with God the first time and God will be with Jesus the second time.
God is righteous, perfect, without fault and without sin.
My favorite is God doesn't change. He is the same yesterday, today and tomorrow. God is sovereign, immutable, omniscient, omnipresent, omnipotent, infinite, righteous and grace.
Faith is taking God at His Word.
Believe, Trust, Faith - the same.
Hebrews 11:6 Without faith it is impossible to please God.
God said "DO NOT DO" - so when you do - you are not taking God at His Word and JUDGMENT IS COMING. Such as Noah's Flood which can be seen all over the world - johnjohn. The people in Noah's day, before the flood; had been warned about what God told Noah, and they didn't listen.
Destruction is coming again for the wicked unbelievers just as surely as it occured in Noah's day. We are without excuse to believe in God. Look around!

Because He is God and He has a right to judge His Creation. The people living before the Flood were all evil except for Noah and his family. All the good patriarchs had died before the Flood came.
You have to understand, God isn't only a GOOD God, but He is also a JUST God. Being "just" means that sometimes to have to kick butt and take names.

The Flood happened before the commandments.
But to the spirit of your question:
Gen 6:4 There were giants in the earth in those days; and also after that, when the sons of God came in unto the daughters of men, and they bare [children] to them, the same [became] mighty men which [were] of old, men of renown.
Gen 6:5 ¶ And GOD saw that the wickedness of man [was] great in the earth, and [that] every imagination of the thoughts of his heart [was] only evil continually.
The fallen angels twisted creation into something GOD had not intended- so God removed them.

Because He is a sovereign God, He can do whatever He wants. After you read the story of the flood, also read about the rainbow that followed and what it means. It will help you understand the upset and anger that God felt that caused Him to flood the earth in the first place.
Peace.

There are approximately 15 Hebrew and Greek words that are translated interior the English Bible variations as "kill", "positioned to death", "slay", or different suitable words. a number of those words recommend justified execution as a technique of punishment. this type of use is seen numerous situations interior the e book of Exodus, alongside with financial ruin 21. Exodus 20:13 is the place you will discover the verse "thou shall not kill". The Hebrew word right this is "Ratsach" and this is used in simple terms this one time interior the e book of Exodus. “Ratsach” is used 40 seven situations interior the Bible. 17 of those situations, the KJV interprets it with some variety of the word “homicide” or “assassin”. two times this word is translated as “manslayer”, and 21 situations this is translated as “slay” or “slayer”. 5 situations this is translated with the extra customary English word “kill”. the main literal translation of Exodus 20:13 could be “Thou shalt not homicide” or “Thou shalt not be a assassin”. This word means an unjustified killing, as in homicide, or taking of the harmless (human) existence. The Bible under no circumstances condemns killing in self-protection or a longtime government sentencing convicted criminals to death as a punishment for against the regulation and a deterrent to others.

He did it beacuse the world was so evil and the people were the decendents of the fallen angels and he warned them to stop their ways before he did it. Also if you read after that he said that he would never do it again because it was very drastict and he felt horrible. You can find it in the bible it tells you the whole story and why he said he wouldnt do it agian. This also came before the commandments and he had noah build the arc to save the people that were good and animals

these God questions should be asked to God. it is the only one to answer them, as were just ignorant mortals,I guess its like the right of women to kill there own children in there womb.or for Bush to say that God told him to order an attack on a country where there is now about half a million dead .so far.how about the murder of millions of american indians.did God wont that?how about the murder of millions of south american natives?.what about the 620.000 people dead because Lincoln had the South invaded?.what about hitler and the jews.and the queers and gipsys.and how about when you ran over that poor homeless person who got in your way.or was that you?

Because he is god. God can "play god" all that he wants to, because that is his job (He IS god, after all).
You cannot murder, because you are not God. It is not your job to play god, since the job is already taken.
Why do people get shocked when God kills people in a flood or tsunami or whatever, but think nothing of the millions who die everyday from causes which we could prevent if we wanted to (famine, poverty, disease, etc.)?
I wounder how many people who ask this kind of question actually give to charity in order to help prevent death? Hum.....

have you actually read the bible? the story of Noah and the flood says that the people were told to change there ways before God punished them. They didn't listen so he was a man of his word. God also told Noah to build an arc and fill it with animals. but if you look at it from a scientific stand point the flood didn't cover the entire world. scientific evidence showed that the flood of Noah's time only surrounded the Mediterranean sea.
