You should definitely pick up a BBH booklet as soon as you get to New Zealand. The booklet describes all the backpacker hostels, ranks them, and gives you prices. As a general rule, I have found BBH hostels far nicer than YHA hostels.

You do not need a BBH card to stay at a BBH hostel, however you do get a discount if you have a card. It depends how long you are staying as to whether you will make your money back by buying a card.

Since I discovered BBH I have never stayed at another YHA in New Zealand again.

Hmm, its hard to say... YHA is generally limited to YHA hostels, whereas with BBH you might get a bit more variety.
However when it comes to discounts for tours etc, then YHA is just as widely (if not a teensy bit more) recognised than BBH.
Best bet would be to go there, and if you feel that you need a BBH card, apply for it there.
I havent lived in NZ for a couple of years, but when I was there I worked in Tourism a fair bit...
