Answer: it means you dial 00 in place of the +sign. 00 is used to dial an international phone number from the UK.

What will points do for me? i dont understand as I dont know about it? What matters is educational information being passed on as being more important.
I have always seen a + sign in front of an international number
eg +1-XXX ........ which is for USA, and you dial 001-XXX..... and +44(0)20..... (London, UK) will be 0044 20..... for those phoning from outside the UK to a London,UK phone number.
I now have learnt that a +20 means 020....(which is a London, UK phone number). Thanks.
