It really depend on the Lady. If you can get away with it, be cute and romantic but sincere. Laugh at a cute kid and comment on it. Sigh deeply and ask if she thinks the flowers are great. Just be sincere, many ladies have a gift for seeing through BS
The only one I came up with is "Would you like to have sex?" While it is not always effective (you'd be surprised at the number of yeses) it does cut through the BS.

You look nice today, are those new shoes? Or, did you do something different to your hair? If I had worked hard to pick a perfect outfit and hair, I would like it if a guy noticed.
