No doubt, Photoshop. I have Mac OS X (Tiger) which has iPhoto
that can handle 90% of amateur work very quickly, and is accepted
by any small amateur photo lab. But Photoshop has it all, however
for amateur work which I return by email, I always get complaints
that small auto photolabs can‘t handle the returned work.
Don‘t ask me why, because I am an amateur but have been a photographer since 1955 and only handle charity work, with
all the top cameras and labs and will do any work (including film)
for charity. In many occasions I am the male model (upon request)
and complete the team with University Students (lesson vs. work).
But when it comes to top models etc, and I need top labs in large
size photos, there is nothing that matches Adobe Photoshop.
PS. This is not a propaganda stunt for Adobe, they don‘t need it.

I would stick to using Photoshop or Paintshop Pro.

They give you the freedom to easily edit photos (and even create great designs from scratch).

I often use Photoshop for colour enhancing or restoring old ad damaged photos.

Ifran View is the best for free. God l love that little program.

I dont know if its free, but photosuite is a good program if you have a budget compared to splashing out on photoshop, which would be a good investment, but needs time to learn to use, as it can be a complex program, but personally I would be lost with out it.

I use Adobe Photoshop and its really good. Its a bit pricey if you are to buy it but I got my mate to put his on a disc for me and I downloaded that way = free.

But the Gimp, that I used to use is also good and its free! You can get that from www.download.com

I always use MSPaint, which is a part of Windows. It's free, but the downside is you have to edit pictures pixel by pixel. You should see what I did to my mate's car with it. Cheap, can be powerful, but painstaking. Other than that i don't know.
