Immigration rules don't govern marraige, only what might happen if your visa or whatever runs out before an adjustment of status goes through (if you are marrying a US citizen) or how long you will have to wait before your fiance can join you (if you are marrying someone out of the country). For that you should check with immigration, and apply in plenty of time.

Yes you can, but the proses for your girlfriend to obtain the residency wil be very long, is a lot easier if you where citizen.
