As I know it, newer paintballs are all water based. The shell should come off with warm soapy water (to soften the gelatin it is made of) and the paint also some warm soapy water. The shell may take a bit longer to come off, so be patient with it and keep applying warm water to loosen the gelatin. Avoid scraping stuff off of your car, as you will scratch up the paint quickly.

My car got hit with paintballs years ago and I was furious about it. It all came off with water and soap. We made the person that shot the paintballs wash it off.

I think the first thing you want to do is to involve law enforcement and file a police report. Then contact your insurance company so that they can have an agent out to look at the damage.

Get some disposable film cameras - not a digital one - and take pictures of everything that has been hit by paint balls.
