Mount it with Alcohol 120%
and burn it (if you want)

The previous answers are all correct for files ending with a .ISO extension.

In your case, you have a .ISO.BC! (Which is a download of an ISO file that was performed using a client called BitComet).
You can't burn or use this file until download is complete.
To do that, open your BitComet client (or the client on the computer where the download was initiated if you didnt download it yourself), and resume download.

Otherwise, nothing can be done. MagicISO, ISOBuster, and all those nice application open FULL ISO files, not ISO.BC! files (which are partial files).

Either mount on a virtual drive,
or burn to cd/dvd
