It is often said that milk is helpful in cutting the bite from spicy foods.

The reason for this is that capsaicin, the chemical compound responsible for the "spicy" effect, is a waxy lipid, and is hydrophobic (it doesn't bind at all to water, like oil). Milk is part water, part lipid (milk fats), which is what the seperation is when you let a glass of milk sit out for a long while. The lipids in milk can bind to the lipid of capsaicin and wash it down your throat instead of just letting the capsaicing stick to the inner mouth, where your tast receptors are so responsive to the "spicy" taste.
Water is a bad idea because all it will do is wash away most everything else in your mouth, leaving mostly traces of capsaicin, which will make the spicy effect just the same, if not somewhat increased due to lack of other flavors in the mouth.

Milk -

Its amazing how this simple drink helps for a number of things - spicy foods and even when you get pepper spray in your eyes -

speaking from expirience - when I had to go through the training at the Sheriffs Department in order to carry the lethal strength - water does not work - it makes it worse - however, ice cold milk sure did the job and fast!

Anything with sugar in it will help dilute the heat. Beer is also good. If you are in pain, drink some milk (although I personally think it tastes bad if you've got hot wing sauce in your mouth).

Milk, it absorbs some of the sting of the spices and at the same time coats your innards for the next round. I suggest you drink the milk while eating the wings.
