No. The culture is stunting the Islamic growth. No country in the Middle East is practicing Sharia (Islamic) Law. They all have monarchies, allowances to be accepted by the west, or the opposite, ridiculous cultural norms that would allow rape, or murder.
An Islamic civilization is a perfect one. A cultural civilization is far from it.

Who is so high and mighty to determine the finite definitions of "growth"? Democracy? Is that it? I think not. Cultural growth is a mental concept that has as many definitions as people on Earth. So it depends on how you define "stunting" and "growth". Many people are happy being who they are without your definitions of "growth" and will always be so.
