If you are referring to someone who has recently died and who resided in the United Kingdom, then you can write to the Registrar of Births, Deaths and Marriages for that area. Give them the full particulars of the person concerned and their date of birth and they will check the record and advise you. There is a small fee if you also enquire whether any application has been made for a Grant of Probate.

Depends who died. If it's someone famous, you can look them up on Wikipedia. If they aren't, I'd search the site of their local paper to see if they have their obituary posted.
