I'm actually writing my Masters Thesis on a question very related to this, so I'm interested to see what people say.
I think that a lot of people are attracted to India for its "mystique", "adventure", "mystery", "culture", etc.
I think one of the hidden, less-spoken reasons behind this is related to orientalism (see Said 1978) and neo-colonial attitudes. White people are drawn to India today for the same reason the British colonials were drawn to India in the 18th and 19th centuries.
Not to say that all tourists in India are racists or anything like that. But I think it is fair to say that a lot of the impressions Westerners have of India are informed by imperialist and colonial attitudes and notions of exoticism, and "otherness".

India is a country, where you will get the kind of whether you want to enjoy at any time of the year.
You can see historical places, nice beaches, medical tourism or just for fun. You can go on for back waters, river rafting, skiing, mountain climbing or other adventure sports.
You can come here to listen to the greatest of musical and dance festivals, based on Indian classical music at the same time you can have pop, salsa or other western dance forms where you can go on to the dance floor and heat it up.
You can come on for a spiritual journey, to enlighten your body, soul and mind. You can come here to learn about the value of life.

In this way if we list, we can just be going on. So they is every reason for any one to come to India for a visit.
