i though libraries were supposed to be places of quiet

absolutely!-that's like getting the opportunity to tell a cop his tail-light is out-awesome!

Sure, I think that it's okay to tell someone to be quiet if it's disruptive to you. (Especially when it's in an institution where people are normally expected to speak in a lower, quieter voice). You could approach them with,

"I am having a difficult time concentrating on my (studying, reading, etc.). Is there a way that you could speak a little more quietly? I find myself getting really distracted when I hear other people speak while I'm trying to focus on something. I'd really appreciate it."

Always end with a polite thank you and a smile. :)

When you approach the person with how you feel, it doesn't feel like an attack to them. You're simply stating the facts.

yes tell them nicely or pass them a note. SOme libraries are more like a youth club. Ask for a study caral if they have them

absolutely.
the whole purpose of working in the library is so you can concentrate. just politely ask the person to quiet down.

If you're concentration is being interrupted by them, then I should think you could. I bet you're on the library computer typing this question!!!

Yes it is appropriate, and it is very upsetting when ones trying to read or study, go and tell the silly c*w.

This is something that you are going to have to take up with head management. Or, go to another library. Or earplug it.

Yes! If the person is being a nuisance. Sometime they don't realise it. You are doing that person a favour, By telling the person.
