my ex fiance opened my mail & now she wont give it to me both letters were checks

That's technically theft, as well as mail tampering, not fraud. (Fraud would be if you sent out information for charity when you're not, etc). Anyway, walk to your local police station and file a report. The level of crime she will be charged with is dependent on how much the checks were for in dollar amounts.
Mail tampering is a federal crime, the local police will initiate the charges and the prosecutor will take it from there.

Call your local post office and ask to speak to a supervisor. They can give you info. Or you can call the police and charge her with theft.
