Your assumption is incorrect. Not every action carries a conscious, or even subconscious, meaning. Some actions may carry multiple meanings, depending on the girl, or it could carry no meaning at all.
Her cold hand may be due to the cold weather outside, her poor circulation, het lack of warm gloves, her reluctance to shake hands with some spaced-out dude who reads way too much into everything, or whatever. It is extremely unlikely that it is a sign of love or attraction - usually shaking hands with someone you have loving feelings for would create a body blush and make her hands warmer rather than colder.

No, if in a hot country and she has cold hands then it is a circulation disorder. If she is hot and clammy then she is nervous. If she is in love, she will look dreamily at you, make more fuss of you, want to snuggle up close to you.
