The puppies should start toddling around at 3.5-4 weeks. At 5 weeks they will start to "run" and "jump", but will not be coordinated to run full tilt until around 6 weeks. They should develop at the same rate as your larger breeds- even though you do wean later, and have to be very careful during the weaning process.

Even at six to eight weeks they are still recovering from the difficult life experience of being born, and are still stumbly and unsure on their feet. Most puppies of that age still spend most of their time sleeping, and while they are certainly beginning to move around a lot more and explore their world, they won't grow into the puppy rambunctiousness until three or so months.

Until they're five weeks old, they'll probably mostly be crawling, so they can't do a lot of real playing. From five to seven weeks they'll be on their feet better, but still be sort of staggering. I would say you'll see the most running and playing between 6-8 weeks of age, and even more after that, depending on how long your friend plans on keeping them.
