Well... If you happen to have compressed water handy... then what you are describing could be called a turbine. Whether your idea is any different than a hydro-electric dam I could not say...

If you subject the water to a vaccum it might boil - causing it to go to hydrogen and O2. Then use the hydrogen and O2 as a fuel source to generate your vaccum. I don't know if this will yield positive output of energy...

by electrical induction the water can be turned to basic atoms,,,hydrogen and pure oxygen,,,hyrogen is very flammible and pure OX is a great fire accelerator,,,hence the hydrgen car!! many interesting web sites on the subject
