It's a public restroom, not their house. They have no respect for other people, and they're probably never going to use it to take a dump. Also, it's much too much trouble to pull the knob down.
Oh well, I guess that's why they invented seat covers, and if that particular place doesn't have that... Use a lot of toilet paper.

Okay as someone who can't stand public bathrooms.. Think about it.. You have a bunch of people urinating in this toilet and other things.. People you do not know. etc. WOULD YOU WANT TO TOUCH IT??

Because when they cut out that section in the middle, it eliminated the need to lift.
As far as flushing, I don't know. Maybe they can't get their foot high enough to hit the lever.
