Left click Insert in ToolBar, select Picture and chose picture from the source (ClipArt or File), click on Open in bottom left of frame. The image should appear on the page and you will be able to drag and resize as required from there, using the left mouse button and the 'handles' around the image.

Whenever I put an image on MS Word, I create a textbox first, and then paste the image into the textbox. Then you can move the textbox around anywhere, and resize it easily, bringing the picture with it!

You drag and drop, using the left mouse button.
Click on the picture, keep the left button down, move it to where you want then release the button.
Warning though, word almost always ignores you and adjusts it in some frustrating way.
Takes ages to get it where you actually want.
