I think that counts as 'bounty' and that means it belongs to the government regardless of who owns the land...
Like antique Roman gold or a saxon hoard - always belongs to the government. Grr...
(though if it spouted water I'd speculate that you'd managed to drill through the water main and then you'd have to get the water company in...)

You would have to check the deed to your property and see if you own the mineral rights.
In the US, the surface owner doesn't necessarily own the mineral rights, but if you own them, the oil is yours. If someone else owns them, the oil is theirs.
It wouldn't belong to the government unless you are a surface owner on property where the government owns the mineral rights.

I am sure the mineral rights were stripped from the land a long time ago. Who ever owns the mineral rights.

Not only does the government own it, they can now demolish your house so that a company they sell the rights to can build a well. Don't worry though, they'll compensate you at about 50% of market value.

It will depend on who has the rights.
Petroleum would be owned by whoever has the mineral rights.
Water would be owned by whoever has the riparean rights. As the land owner, you may or may not own these rights. It all depends.
