i would like to be a english teacher, I am not english but live here and would like to qualify?

If you want to teach English as a foreign language then take a Celta course, it is only a month long - see www.cambridgeesol.org/teaching/celta.htm and costs around £800. There are other courses such as the Trinity Tesol but they are all around the same price and only the Trinity and Celta are really worth taking due to employers recognition. You don't need a degree but will be expected to have a high level of English and be educated to A level standard.

If your native language is one that is common in the UK then you will surely get work but the pay is not great and tends to be focused in the bigger cities.

However if you mean you want to English and Literature at a secondary school then you will need to either take a Batchelor of Education which will take around four years full time. If you are a British resident and have been for over three years then you should get funding depending on your income. If you are from a EU country then you would be fine.

Both would require an English level of around 7 on the IELTS scale or a TOEIC TOEFL cert confirming an advanced level of English language

You could look into taking a course to be a TEFL teacher. These courses are short but intensive. I am unsure if a degree is a requirement or not.
