Not that it really matters (I doubt anyone is keeping track), but the leaver should initiate the "goodbye" because only the leaver knows exactly when they are leaving. It is the stayer's job to reply with, "Okay, I'll be here," because they are, after all, staying.

The leaver should because only he knows when he is leaving. What if the stayer says goodbye, and he still stays on? That would be embarrassing.

I think the 'leaver'. They should say they must leave and the 'stayer' should either say, 'Oh, must you go so soon?' or say something about enjoying their company and then get the 'leavers' coat and walk them to the door.

Technically the leaver should be the one to say good bye first. But in this day where people aren't raised with as much consideration for others like they were in my day, I guess it doesn't matter any more. It's a shame that civility, decency, and morality seem to be slipping away as we speak.

Probably the person who's leaving should say why they are leaving and put a goodbye in the reason, then the person who's staying says goodbye as a response.

"Bye, I'm off to the pub,"
"Bye then, see you later."

That sort of thing...

whoever disengages connection. if we're sitting at a table and talking about big butts, and then i gotta leave cause the wife is calling me, i'd say bye... or i'd atleast say that i had to go and then you'd say bye. either way it's not rude and no one cares unless you're a stick in the mud dork who needs to read an ettiquette book on how to say bye. as long as the other person understands and is not terribly offended.

so about those big butts...
