EDITED: The question is did he, would he, should he have, when the scriptures show especially since the time of Christ he does not directly( or indirectly )set up any kind of killing machine!-- Such as war, famine, disease, drought etc. Here are some powerful texts, that should help our thinking process on the matter of God's responsibility (James 1:13) “. . .When under trial, let no one say: “I am being tried by God.” For with evil things God cannot be tried nor does he himself try anyone. . .” By far most things that what we experience fall in this realm: (Ecclesiastes 9:11) “11 I returned to see under the sun that the swift do not have the race, nor the mighty ones the battle, nor do the wise also have the food, nor do the understanding ones also have the riches, nor do even those having knowledge have the favor; because time and unforeseen occurrence befall them all.”

Without proof of any kind, here goes.
In the original creation, before the fall, everything was good. Higher life forms [those with backbones] regenerated, perhaps daily, to maintain perfect health. Lower forms, insects and those down to the molecular level, cleaned up, by consuming over ripe produce, etc.
After the fall, the earth was cursed, on account of Adam. Death entered Paradise. Organisms mutated and degenerated, bodies lost their ability to regenerate. This was the dominion of satan whose purpose is to kill, maime, and destroy the life that is a gift from God.
When the age of Grace [church age] is done, and the millennium is over, Paradise will be restored and the earth will be the habitation of God and Man together once again.

It's not a matter of control .It is the result of a fallen creation.Adam chose to sin and it screwed up everything.But with out that free will,we could never choose to love God on our own so it sort of works out.Now we will have to wait until we get to the other side to have that perfect health.I think we should all get a free punch at Adam's nose when we get there!.

Why does God give non-pathogenic microbes beneficial (to them) mutations in laboratory settings? It serves no purpose. The mutants are just going wind up in a freezer.

The Bible says that God cannot be charged with evil. He is incapable of it.
When mankind sinned in the Garden of Eden, they introduced imperfection into their genetic structure. This allowed for the possibility of diseases, and mankind's own messing with nature, unclean practices, and other traits have allowed such diseases to develop.
