It's a very good question because I lived in 3 different coutnries, i noticed the difference: In America as you said, it sounds like "wof wof", in French, they sound Almost like American dogs but with a cute French accent " waff, waff". In Morocco, my native country, they bark "Haw,Haw!!! FUNNY =)

There spoken language of “woof woof” as you called it became a universal language for the “dog”, better known as Canis domesticus, long before the “modern humans”, better known as Homo sapiens, even came about. Because of this dogs are able to communicate with dogs from other parts of the world easily. It should be noted that besides being universal very little slang words are incorporated into there language in any region making this one of the few truly universal languages of the world.
