Rottweilers are born with tails but the puppies are docked (means tails cut off) when they are days old.
This has been happening for hundreds of years because when the dogs were working dogs and being uses in livestock the tail was seen to get in the way and so the dog was a better breed without a tail.
This is because it is required in the breed standard by the Kennel Club. Many people looking to buy a Rottweiler will not by if they have a tail because it is not associated with the breed.
It is seen as not being a good pedigree. Many people want to see docking banned because they feel its cruel and does nothing for the dog!

Naturally, Rottweilers are a tailed dog. Tails were originally removed to prevent breakage and infection that would occur when the tail became covered in mud and other debris collected from pastures and livestock. Today, many owners in U.S. decide to have the tails removed soon after the puppy's birth for purely cosmetic reasons. The tail is usually docked to the first joint. In the past this was a commonly accepted practice, but it has been banned in the European Union.

Rottweilers are born with tails. AKC standards call for their tail to be docked. Docking a tail by robber banding it, is a very bad practice, mostly used by puppy millers and back yard breeders, and is often the cause of nerve damage. Reputable breeders leave the docking to the vet.

rottweilers do have tails if left naturally but more often than not they are docked shortly after birth using an elastic band to stop the blood flow to the tail. rather like how an umbilical cord is clipped
