Anybody selling any cheap Icom Base or portable vhf radio?

Check on eBay; they have everything! Other than that, try your local hamfest. I always see business band VHF gear, including Icom at a good hamfest. For a list of upcoming hamfests in your area, see http://www.arrl.org/hamfests.html

Also, retired VHF gear comes up from time to time on http://www.govliquidation.com , usually in large lots. Some of the stuff needs repair but if you're handy with that kind of think you can find some good deals on there. Your local government may have the same type of thing too where the city is getting rid of some of their old equipment and will sell it/auction it off for cheap.
