even if they are eating more calories than they are burning?

If you eat more calories than you burn, you will gain fat......Period. The ONLY way to lose fat is to burn more calories than you consume.

Also, there is no such thing as targeting fat in certain areas. If you are going to lose fat, you are going to lose it all over, not in any one specific spot. The amount of fat (not excess) that you naturally have when in perfect fitness is determined by genetics.

If you are doing resistance training to your abs, you will build more muscle in that area. But, there is no way to reduce fat in just one area, it's all over the body.

Usually that fat will be burned to use as energy for the body and the muscle cells will grow bigger and stronger, so ab exercises will get rid of fat but you wont lose much weight if any because the muscles grow too.

Fat doesn't turn into muscle. You LOSE FAT by performing cardiovascular exercises, then you build or tone muscles by specifically working that muscle or muscle group.

You are trying what is called "Spot Reducing" and it is ineffective. You cannot just work an area of the body expecting it to tone or build. You MUST lose the fat on top with cardio exercises.
