both are in a .223 caliber the tikka is slightly used and howa would be new.

Both are high quality weapons, but the .223 is a poor choice for any serious hunting. In fact, it is illegal for deer hunting in at least twenty (20) states that I know of. Serious riflemen such as myself even refer to it as the "poodle-shooter", as it is only a second rate choice as a varmint round.
Whatever you are considering as a target other than paper, I would reconsider your choice of caliber, especially if you are going after anything larger than a ground hog, as that is the biggest animal a .223 would be effective on. For serious hunting of anything larger, I would advise something in the .30 caliber range, like the .308 Winchester(7.62 NATO) or the old reliable .30-06.

If I were to choose between the two, I'd buy the Howa. Tikka, (in my opinion), has done themselves irreparable damage with the production of the T3. It's not the Tikka of yesterday. Run the bolts on both a few times, and I'd bet a sawbuck you go with the Howa.

Howa makes really good rifles and in my opinion is better then a used tikka. If you can get past the idea that it is made in japan then go for it, you'll love it.

The Rem seven hundred SPS Varmint is provided in .223 and .243. The Tikka T3 has super accuracy and lightweight weight, yet is rather high priced based on the properly known of decision. i might propose the Rem seven hundred SPS Varmint in a .243 for velocity, accuracy, longevity. this might make an excellent varmint setup and a straight away shooting deer rifle, as a lower back-up. extra Bang for the dollar. wish this facilitates. happy looking.
