A no contest, yeah. I believe that only occurs by double knockout, though. If neither person has been knocked out, the judges base who wins by points or by how many times they knock their oppoonent down.

I am guessing that you are asking if two boxers can end up with a "tie" or "draw" score, i.e., they both have the same amount of points so neither one wins. This happens frequently in professional boxing and it is called a "draw."
Although it is allowed, if both countries agree, in amateur boxing AIBA dual meets, it is rarely, if ever, used. Even if the scores end up the same, there are tiebreakers in place so one of the two amateur boxers has to be declared the winner.
