Buy him the whole set up and have a party around it... The table, the trains, the cups and plates. They even have a small ride on Thomas you can buy that the kids can ride on in a circle of real track...
Have you ever watched the children sit and play with those sets in Toys R us? They can do it for hours... and hours... and HOURS and have fits and episodes when you take them away.
By the way... I have everything (and I do mean EVERYTHING) you need if you want to buy it?
LOL... After 6 or 7, they could care less!

I had an Elmo party for my daughter's first birthday which is not particularly memorable but the bright colors worked well.
However, I asked all of her guest to bring a note, letter, and anything else they wanted to and placed it in a time capsule to be opened on her 18th birthday. I think it will be very special to open it and see what was written to her when she was one. I wrote something as did her grandparents but my husband who is not comfortable writing taped himself talking to her. Every year since, she is three, I add a few items and the cards from each birthday to make it a memory box as well.

Just keep it simple . . . just your children wear a birthday party hat . . . sitting in front of the cake, while you take a picture . . . watch out he's pushing forward . . . splatt right in the cake . . . snap . . . priceless . . . hopefully you have a video camera for that.
Fancy design is not important a plain cake with Happy Birthday from Costco or Albertson . . . better yet make it yourself. A little streamer . . . hanging from the table and a couple of ballons, not many. Just simple . . .
Make it a small party, immediate family . . . mom, dad, sis, brother (yours and your husband), maybe an aunt or an uncle . . . nothing big, nothing major.

Parties for 1 year olds are really for the adults. He wont have any concept of what a party is. I just had some close family and friends come over and served appetizers. We sang Happy birthday and had a cake and took some pictures.

I would just get her one of those gift mastercards they have now I think you can get the for $25 plus the CD you would only be spending 35 and then she could use the mastercard towards whatever she wanted. That's what I do for my kids friends when we have to get birthday gifts. They always think they are really cool too cause its like having a real credit card (with a very small limit of course)

Teddy Bear theme.
When my son turned one we had relatives and friends with babies around the same age, so I had a "baby party". The theme was teddy bears, and I served a half bottle of formula/milk (depending on the baby) in a bottle with Teddy Bears and a bow on it.
Snacks include only finger foods that could easily be digested (although cake and ice cream were there too).
Its easy to find plates and napkins with Teddy Bears on them, and you can decorate with other bears you find or have around.
If you don't have too many one-year-old guests coming then alter what you serve for food and drink, and it still works.

It's all about the cake and great pictures!
Chocolate personal sized cakes are a staple for 1st birthday - give the whole cake to baby and take pics like crazy!

Just be creative, there small yes but they can see what is going on, use BRIGHT colors, pick a theme of a cartoon character your little one likes...make sure to have some hands on activities like face painting or coloring...have lots of balloons and best of all lot's of cake and ice cream...
