If you were in accident and the other party took off but you have their license number, great, provide that to the cops and they'll take care of it. If you witnessed something illegal and want to report it, great, the cops will take care of it. If you saw some hot guy driving down the road and want to look him up, you're SOL.

You can't, it violates peoples privacy. In most states you can't even pay for a license plate check. Best advice, make friends with a cop...

can't be done...state-run DMV's will charge some sort of processing fee to provide that information, and they'll want to know why you need to know that info.
