Simply because the Chinese Government has no official Human Rights Policies. They kill whoever they dislike. BIG DEAL!

because the Chinese government likes to grind minorities under its little racist asia-nazi feet. Most likely some people who lived there first objected to being treated badly and were angry enough to start tossing explosives around at government forces.
Of course if one is a government that wants to appear to control an area, you cant let that go unpunished. so go and kill a bunch of random people, call them terrorists and use that as your 'demonstration' to shut other people who dislike your methods up.
Thats just my guess.
Thats what they would dearly love to do to Taiwan. Thats why thankfully a lot of water separates the free independant liberal democracy of taiwan from the fascist-death loving scum that China's government is who want to unify by pointing alot of missiles and threats.

I don't know if that is true or not but you asked WHY and I believe the answer is BECAUSE they can do anything they like so long as it does not upset the populace and obviously the people of china aren't aware and aren't upset so maybe it's best to leave the rock unturned
