Because dogs were domesticated to help humans survive long before we became farmers. They captured our food, guarded our families and our property, hauled us and our belongings across often vast distances in order to keep us alive. They saved our lives on a daily basis and, as if that wasn't enough, they provided (and still provide) unconditional love and companionship.
Oxen were domesticated to, um, pull a plow, and, uhh...pull a plow. And to stare stupidly into space when they weren't pulling a plow. When was the last time your Ox brought you your newspaper or retrieved a duck? ;-)

Actually, some people do treat oxen as pets.
But I think the answer to your question is that dogs were domesticated and bred to be companion animals and helpers with a close relationship to humans.
In short, we treat them as "pets" because that is what we created them to be--whereas most people have oxen for reasons other than companionship.

Dogs are domesticated animals. That means they can be trained and disciplined and they can become close to us like children. They get friendly and personable with us. Oxen can't do any of these things. Oxen are only beasts of burden and work.

Because oxen are usually just a helper in the farm and not a cuddling buddy. Plus to me, they don't seem to be the pet type.

I tried but my oxen doesn't fit on my couch. The last time he tried to play with me he broke my arm. He isn't any good at fetch either. Then one night a burglar came to my house and the most he would do is leave a pile of **** in his way. The burglar just stepped over it and took everything I owned.

We humans are so selfish and self centered that our selection of pets depends on our needs and the facilities available.Dogs are small ( ok some are big ) and can easily fit into a house and easily accept orders and commands.Other animals would not follow orders blindly and human ego is bruised when this happens.So the easiest option is considered.
