ok, if it stays after its turned on and off, then it CAN be deguassed for cheap. A deguassing wand can be waved infront of it a few times and restores it. Any repair shop should have a wand of some sort, and dont get ripped off. I'd stay away from places like HHGreg or Best Buy, they will over-charge. Go to a small personal shop. It'll be less than $50. My husband charges $25 in Nashville to do it.

TVs that are moved with the power on can end up with spotty colors, this also happens if a magnet is placed near the screen.
this is fixed by the use of a "degaussing Coil". this on some sets, but not most. Radio Shack may still carry them, if not, try the local TV shop
hope this helps

The only way is to degauss it. Use your remote to navigate the TV menu and look for a degauss option, that should fix it. If it doesn't have one, then the TV is ruined. Most newer TVs automatically degauss when they are turned on, but not all.

Unplug the TV and leave it alone for a few hours. If it doesn't improve at all, you're out of luck. If it gets a little better, you just need to leave it unplugged longer. It may not get completely back to normal, but it should help.
