Simple - he didn't because the devil doesn't exist. This concept was conjured up by those humans who want to indoctrinate, frighten and empower others. Why would God create an evil thing when he created love all the good things in life, why would he want to spoil that? This is, in fact, a good point for all the Christians who insist that everything in the Bible is the gospel truth and that the devil, or satan, exists.

It's all created by man to have that thing called fear. Without fear of the church how would they get people through the doors to pray and to get their money. People are getting wise and they know whats true and what's not.
Man created the religious god but they needed fear so they created the fallen angel called Satan. Have they got egg on their faces now as nobody cares if the devil is real or more powerful than their created god. I believe in something but not what the bible tells us to believe.

The answer to your question is in the question itself. If God created everything, then, 'everything' includes that which you call evil. If you take a dualistic view then you will end up with opposites.Try looking at the problem of evil from an inclusive point of view. That is, if all things are derived from God, then nothing is outside of God's Fiat. ( God's will/intention - not the Italian car!)
AS a Human being you have the ability to make decisions and judgements based not only on past experience, but on the learning of those who have gone before. So use your head, be fully human and express those qualities that are positive and are good to do.

I think it is to do with the order of the universe.
The balance of Yin and Yang.
I dont think we can have one without the other, or at least you would have nothing to compare good with if you didn't know evil.
Would we have a word for good if evil didn't exist.
I think the main task is to keep them in balance within each individual for a healthy life.
Example, hot and cold, sun and ice, summer and winter, we wouldn't know the difference if we had nothing to compare and in some cases would perish one without the other.
Another way of looking at it is: Satan is only a misguided angel and has an imbalance in his psyche a bit like a pschopath, in our society we try and treat this imbalance as a health problem and the individual would get medical treatment.
Everyone has a choice to be pleasant or not, why blame The Source, Creator, God, Allah, Buddha, etc or the Universe for evil.

So that the devils can be used to test humans and separate the good and the bad. That's why God creates heaven and hell in the first place.

Good question. The devil is a fallen angel. He was kicked out of Heaven for his wicked, evil ways. I guess God made evil to contrast goodness. How else would we appreciate good things if we had no idea what evil is like.

the devil was apparently an angel first , but went against god or somink and god couldnt stand him being part of heaven so he kicked him out, so the devil started his own place where people can go when god turns his nose up when you get to the pearly gates, so the devil made a back up place , example
so you can stay in a shelter rather than a mansion lol
i think its a load of rubbish to tell the truth, devil is just a word for bad, or disturbed spirit.
rather than a spirit of devine light.

why do you assume that God is or was all loving? If you let go of the assumption that we are all brought up with that God is all good and the unspoken suggestion that all bad things are the doing of man, then you can accept that if God did create everything, he created bad stuff too. Then there is no reason why evil should not be part of his master plan. But note I only say part.

Christians believe that God created the devil because He wanted mankind to have a real, authentic free will with two real choices (good and evil) so that the choice to follow God would be a real one, not just a commanded action.
