A will be louder because the speaker box directs all the sound output to the front side.

The speaker enclosure prevents sound interference from the back of the speaker. Basically, it is better to have a box because the sounds from the rear are attenuated, preventing unwanted effects. This means that with proper box design, you may get better sound and a more efficient system.
In your case, I suppose the answer would be (a).

Theoretically if same type of speakers and current is the same going in... then they make the same amount of sound... The only difference is one has the sound directed and the other the sound comes out from all directions, but mainly the back and front.
