Production and marketing departments are always at odds because neither respects the jobs of the other. One is responsible for making the promises...and the other is responsible for delivering on those promises. Production believes that marketing has 'oversold', and marketing believes that production isn't pulling their weight to make the job happen.
By tying budgets together - forcing the two to appreciate eachother's vital role in the company - you would have some cohesion.

YES: It seem a true statement, although I disagree. The production department need as much capital out of the budget to produce a reasonable amount of goods.
Once Production can state the amount of goods and the budget required to make them; Management need to state to Marketing how much resources (capital) it has to find customers for the projected goods.
Marketing's job is to direct potential customers to Sales. An excellent job by Marketing will produce a lot of customers and/or customers with large orders contacting Sales.
Sales has to convert customers from considering purchase to purchasers.
FAR TOO OFTEN MARKETING IS BLAMED FOR FAILURE AT SALES.
In the event there is more sales than products, the problem is with the CEO. Stop shooting Marketing, maybe a new production plant is necessary or production has to do overtime.
