I flew with Ryanair from Stansted last week and you're definitely able to take on pens and pencils.

The people at the check-in desk will give you a clear plastic bag and you should put them in that until you get through to the departure lounge.

You can also take on liquids in your hand luggage as long as they're in small bottles and will fit in this clear bag.
