Common dandruff isn't contagious. It's caused by an overgrowth of yeast that is unique to the scalp.
Apple cider vinegar applied to a DRY scalp in the shower and gently massaged into scalp and then wet and shampoo the hair helps a great deal in killing off the excess yeast. Have him do this three times a week for a few weeks and then he will find that once a week vinegar treatments keep it away.
Then put up your combs!

You have two alternatrives.Either you ask your brother to stop doing this explaining to him the risk of you too getting the dandruff.If however you do not want to do this then you may consider washing the comb thoroughly with dettol everytime before you use it or keeping the comb under lock and key.

Hide your comb. put dandruff shampoo in the bathroomm buy him a really cool hairbrush. Keep yours out of sight.

Get a salon-grade disinfectant like Barbicide; dilute it to the recommended strength, and keep your comb in it (down IN the liquid). This stuff will kill just about anything, up to and including the HIV virus. You should be able to get it at any beauty supply store.

Dandruff isn't contagious. But it is disgusting. Get your own brush and give him you orld one. Hide it well :P. Also a Selsum BLue withe high active dandruff solution should work best with it. Head and Shoulders will will well too. Pick the one with a better smel

Hide your comb... and shampoo it after he uses it.. or buy him a comb.. or buy him bloody anti dandruff shampoo!!

Buy him head & shoulders and buy yourself a new comb, let him keep your old comb .... and have him was his hair really well when he takes showers....
