you could start with the area- is it in a quiet location or in a town and you also need to make sure that it isnt agrubby old cafe where youre likely to have trouble outside all the time.
Finding how much the takings are a week to see if its a good working business or a run down business.
Finding out how much the property is worth- see if you can get it cheaper if the price is too high.
You'd have to look aroud the kitchen and see what state its in- if its gas, electric etc. where things are kept
You want to go see your bank and see approx how much you actually have to spend on this cafe and if you can afford it if it needs work on it or re- infurbishment.
also staff- will you be keeping on the old staff or getting in others- wages etc
How much bills are- council tax etc:

everything , is all the equiptment available with the building, was it previously a money maker, is it in a good location, is it comming with left over debt, any prior violations with dept of health, have you been in the resturant business before, what other types of permits are you going to need to run or work on ,are there any classes or documents you need from the health dept or food service industry in your state so that you can run the establishment( here in florida all employees and managers must take food safety classes managers must hold a florida state managers card of course all this costs money too )if your going to serve any type of alchol i.e. beer wine do you have the proper liscence ,can you get the liscence there is a lot to consider before you purchace this cafe good luck start with your dept of health if you need all the info you can get on owning and running a resturant good luck

1) does it make money.
2) are there any debts.
3) are you buying the building aswell as the business.
4) what are the overheads
5) what are the staff levels, and how much is your wage bill.
6) does anything need changing, ie maintenance, new equipment, will you need to be spending any other money, & do you have that money.
7) is there growth in the business, can you increase the customer levels under your mangement.
8) what kinds of insurance to you need.
