in many field we r lagging behind some countries not only in tech. field.. this is because we don't understand our responsibility and blame others ..very frequently u can get people saying that what he alone can do .....this tendency is so deep rooted that if u wanna do something many people will come to u and a lot of effort they will put to prove that fog can't be dispelled by the fan.. and they will inspire u negatively.....
if u want to eliminate this ..understand ur responsibility to our motherland and do what u can , best....and don't blame others
..whatever u think wrong either let it remain same and blame others ..or take responsibility and change the situation...

R&D is under government and there is a job security and you scratch my, i scratch yours culture is deep rooted. They do not want to let down each other and most of the senior scietists have got their brains rusted. The younger generation just follows the boss.
In short, there is no accountability and it will never happen. R&D should go to the private sector and they must have a different recruitment model.

yes .what you say is absolutely true. There are lot of reasons behind it. If at all some major changes cannot be made then we couldn't change this scenario. To start with,it's better to have a motivational & inspirational leaders in all the domains.
