This is standard practice in the UK. The Road Traffic Act stipulates that the cost of treating road accidents has to be paid by the injured person (either in person or through the insurance company). Some insurance companies do not count this towards the "No Claims Bonus" deduction.

I have been in the past for the cost of emergency treatment. Very soon, the law will change and it will allow hospitals to charge for treatment. Guess which way Insurance premiums will go!

When I had my motorcycle accident, I was not asked to pay for the treatment. but I was asked to contribute towards the cost of the ambulance. It did not come out of my insurance and I was never forced to pay it.
