This has to be the fourth or fifth time this question has come up, but yet again I will answer it.
If you want a girl to handcuff you, ask her to. Most girls won't be opposed to handcuffing YOU if that is what you like. Just don't try to handcuff them unless you know they like it.
If you are really having problems, try bringing your own handcuffs, and make it know you have them. Most girls will take the hint, and give it a shot.
If all else fails, you could always try goosing a female police officer, I hear that works.
