basically, it's not a matter of translation, it's about character encoding support....you need to know what language is it, then download the appropriate language file for you to view it...if it's asian language (chinese, japanese etc...), go tocontrol panel, regional settings then click langauges and check some boxes under asian language, this will install the language support, and you will be able to read those characters

I don't think there is a translation. They are a random set of letters and numbers pasted from the windows character map program which you can find under start>all programs>accessories>system tools. They enable the use of characters and symbols which cannot be accommodated on the usual QUERTY keyboard. You have, in that set above, two 'a's with a german umlaut, a 'power' sign a pound sterling sign, a spanish explanation mark etc.
